Salem-Keizer to name up to eight elementary schools for closure Friday: What families need to know

Families across Salem and Keizer will learn this Friday which neighborhood elementary schools could close.
Salem-Keizer Public Schools will release a preliminary list of up to eight elementary schools recommended for closure on the afternoon of Friday, Oct. 9, an email to families confirmed Monday, according to Salem Reporter. That's nearly 20% of the district's elementary schools. The district will also release proposed attendance boundary changes tied to those closures, and plans to notify affected staff, families and the public that afternoon.
The list is a recommendation, not a decision. The school board is scheduled to vote Dec. 8, and any approved closures would take effect starting in the 2027-28 school year, according to the district.
Why schools are closing
The district says it is serving roughly 35,000 students today, down from more than 40,000 several years ago, and projects its buildings will be about 72% full districtwide in 2027-28. Declining birth rates and smaller incoming classes are the main drivers, and the district expects enrollment to keep falling over the next decade.
"We actually no longer need to operate 65 school sites," Superintendent Andrea Castañeda said when the plan was announced in July, OPB reported. The district last closed elementary schools more than a decade ago, when five were shut.
District leaders have stressed that the closures are not mainly a money-saver. In a September interview with What's Happening Salem, Castañeda said savings from closures are "almost inconsequential" next to the roughly $46 million the district separately expects to cut from its 2027-28 budget. Students and most of their costs simply move to another building. "We don't save money, but we do concentrate resources," she said, describing fuller schools that can support specialists such as speech therapists and social workers.
She has also said closures should not bring mass layoffs, since most staff at a closing school would move with their students.
Who could be affected
Castañeda told What's Happening Salem that three groups of families will feel the changes: those at schools that close, those at welcoming schools that take in new students, and those whose attendance boundaries are redrawn even if their own school isn't closing or receiving students.
The district's board-approved policy, adopted Sept. 8, weighs enrollment, building condition, programs, geography and potential effects on students. No single factor decides the list, and the district says it will look at whether a closure would fall disproportionately on historically underserved students and neighborhoods.

Oct. 14-17: Five listening sessions, each offering the same presentation: Leslie Middle School (Oct. 14, 6 p.m.), Claggett Creek Middle School (Oct. 15, 6 p.m.), Crossler Middle School (Oct. 16, 6 p.m.), Straub Middle School (Oct. 17, 10 a.m.) and Waldo Middle School (Oct. 17, 2 p.m.). The district asks attendees to register and note any need for childcare or interpretation.
Oct. 20: Special board meeting with another round of public comment.
Oct. 21: Deadline to apply for the district's Boundary Review Task Force, which meets November through January.
Dec. 8: School board vote.
Castañeda has said the boundary maps are the part most open to change, and she encouraged families to tell the district if the list misses something or breaks its own policy, and what support their children would need during a move, such as before- and after-school care.
